In connection with the publication of the material “Trillions on Paper: How ‘Oil Resource’ Failed to Pay Coupons for 226 Million Rubles” on the Forbes.ru portal, Kirillitsa Group of Companies and Oil Resource LLC consider it necessary to present the holding’s official position — for the sake of objectivity and to protect the interests of investors, partners, and market participants.



Regarding information interaction with the publishing house. We respect Forbes’ work standards however in this case, there was a technical misunderstanding regarding the deadlines. The official request from the author, Elena Ruzleva, was received outside of working hours — on September 14 at 19:17, with a response deadline of 13:00 on September 15. The material was published ahead of schedule — at 07:00 in the morning. We are confident that supplementing the material with the company’s official data will allow readers to get a complete picture.

On technological potential and analysts’ assessments. We understand that external assessments are based on publicly available information and do not take into account internal technical documentation and the actual parameters of the developments. We respect analysts’ right to their own point of view and suggest evaluating the potential of our technologies based on concrete production results. We are ready to have a substantive discussion about the project’s prospects based on the figures — after the completion of the current stage of the pilot testing, the creation of an industrial consortium with a strategic partner, and the entry into international markets. Our engineering product has a solid scientific and practical foundation, and we intend to confirm its value with real results.

Position on fulfilling obligations to investors. The current temporary cash gap does not affect the project’s strategic viability. The management’s fundamental position remains unchanged: all obligations to each investor will be fulfilled in full. Moreover, the management’s strategic vision assumes that investors should receive additional commercial benefits from participating in the project. Currently, we are developing a legal mechanism to provide bondholders with an option in the form of future company shares. Those who share with us the temporary difficulties at the start‑up stage should become full‑fledged participants in the group’s future success.

The liquidity situation is of a short‑term nature. The presence of unique technologies, a raw material base, and a clear plan of anti‑crisis measures allows us to confidently expect stabilization in the near future.
