CEO Oil Resource, founder and shareholder of Kirillitsa Group of Companies

Semyon Sergeevich Garagul is a Russian entrepreneur, founder and shareholder of Kirillitsa Group of Companies, a diversified holding company that unites vertically integrated companies: “Oil Resource” in the oil and gas industry, “Zemlitsa” in agriculture as well as assets in the rare earth metals sector.

In each of the areas, the group builds a production chain: from technology development, extraction and processing of raw materials to wholesale trade and logistics, both domestic Russian and international.

Semyon Garagul was born on April 22, 1989 in Northern Kazakhstan in a family of entrepreneurs. Obtained the economics education at the MSFU Faculty of World Economics and the law one at the Presidential Academy.

In 2014, he founded a company for the wholesale supply of oil and petroleum products which became the basis for the formation of Kirillitsa Group of Companies. The company has developed in partnership with the largest industry players — Sibur, Surgutneftegaz, Transneft, Rosneft, Gazprom and Lukoil.

The Kirillitsa’s strategic goal is to ensure the sovereignty of the Russian oil industry on the platform of domestic technical and technological solutions. For this purpose, the group is developing its own technologies to intensify production and processing, and is working with hard-to-recover reserves which today account for more than half of the country’s resource base.

Semyon Garagul is married and has three children. Goes in for hockey, sambo and tactical shooting.
